Bacolod council asks LTO, HPG to enforce anti-drunk driving law

The Bacolod City Council approved a resolution asking the Land Transportation Office (LTO)-Bacolod, the Bacolod City Police Office (BCPO) and the PNP Highway Patrol Group (HPG) to strengthen the enforcement of Republic Act No. 10568 or the Anti-Drunken and Drugged Driving Act of 2013 in the city during the celebration of the MasKara 2024 festival.

The decision, authored by Councilor Claudio Puentevella, chairman of the City Council Committee on Energy and Utilities, was passed during a regular session on Wednesday, October 23.

Puentevella said many tourists and residents are expected to consume alcohol at various venues around town during the MassKara festival celebrations.

He said that driving under the influence of alcohol and other drugs will impair the driver’s perception and reduce the ability to judge the distance, speed and movement of other vehicles, which can lead to fatal traffic accidents, which will harm public safety.

He added that Article II, Section 5 of the 1987 Philippine Constitution provides that the maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare are essential for the enjoyment of blessings by all people. democracy

Puentevella noted that Section 5 of Republic Act No. 10568 makes it illegal for any person to operate a vehicle under the influence of alcohol, dangerous drugs or other similar substances.

Puentevella said that Republic Act No. 7160 or the Local Government Code of 1991 provides that local governments shall exercise the powers expressly granted, those necessarily arising therefrom, and powers necessary, appropriate or incidental to the efficient and effective management, and those essential to the promotion of the general welfare. /MAP.
