Court documents also show another teenager, Marquis Goins of Detroit, was also charged in the alleged March 26 incident in Troy with charges of carrying a concealed weapon, fleeing/eluding and driving with a suspended license. At the time of Reckling’s murder, Goins was out on personal recognizance for the alleged incident in Troy. In April, Judge Kirsten Hartig reduced his bond from $111,000 to $20,000, meaning no cash or bond was required to keep him out of jail.

Three months later, Reckling was killed. Shortly thereafter, Matthews rescinded Goins’ commitment. He is scheduled to stand trial on the charges in Troy the following February.

In the Rackling case, Goins, 18, is charged with accessory after the fact, receiving and harboring a motor vehicle, four counts of carrying a concealed weapon, three counts of firearms, carjacking and criminal activity. He is being held in Wayne County on $1 million bond.

Last week, after a four-month investigation, Wayne County District Attorney Kim Worthy announced the charges in connection with Reckling’s murder. Worthy said Debose, Goins and co-defendant Kareem Moore, 18, are part of a large-scale theft/stolen car ring operating in metro Detroit.

Debose, of Clinton Township, is charged with murder of a law enforcement officer, receiving and concealing a motor vehicle, four counts of carrying a concealed weapon, three counts of felon in possession of a firearm, carjacking and criminal activity. He refused the connection.

Moore, of Clinton Township, is charged with accessory after the fact, receiving and harboring a motor vehicle, four counts of carrying a concealed weapon, two counts of felon in possession of a firearm and criminal activity. On Nov. 1, Judge William McConico reduced Moore’s bond from $250,000 to $100,000 cash with 10 percent, meaning Moore can still get out of jail if he posts $10,000. The debt reduction drew the ire of Oakland County Sheriff Mike Bouchard, who said it was an insult to Reking’s family and a risk to public safety.

In a statement released Nov. 2 regarding the McConico decision, Bouchard said in part that he was “shocked and appalled by (McConico’s) decision, which effectively acquits a felony defendant charged with the ambush killing of a loyal public servant who was heroically killed in the line of duty “things for only 10,000 dollars”.

Debose, Goins and Moore are scheduled to appear in 36th District Court on Friday for a probable cause hearing.
