A Widmaier elementary school teacher is accused of abusing children in the classroom

A teacher at Widmeier Elementary School in Berkeley Springs has been charged with three counts of child abuse resulting in bodily injury following an investigation by a sergeant. SR Smith of the West Virginia State Police. An arrest warrant for Jazmine F. Rohrer, 28, was issued on Dec. 13, according to Morgan County Magistrate Court records. School officials said Rohrer was charged on December 16. Rohrer’s address is listed as Shepherdstown.

According to the criminal complaint against Rohrer, Sgt. On Wednesday, Dec. 11, Smith was contacted by Assistant Superintendent Jerome Duelly regarding an incident that occurred at Widmeyer Elementary School the day before. The complaint states that three classroom assistants reported seeing Rohrer physically assault the 6-year-old student three times. All incidents were recorded on video and audio, the complaint states.

The complaint describes a video recording of Rohrer escorting the student to class and the child taking a seat. Then they showed how a student throws a pencil. Rohrer is then seen approaching the child from behind and placing “the entire weight of his upper body on the child’s arms.”

According to the complaint, the child can be heard saying her teacher was hurting her, and Rohrer continues her actions until she realizes the child’s hands are turning purple.

Police describe that there were two more occasions when Rohrer repeated these actions.

Sergeant Smith reports that he met with Duelli again on December 12, where it was discovered that Rohrer’s web browsing history contained searches related to Raynaud’s disease, a condition that causes restricted blood flow to the hands.

In an interview between Sgt. Smith and Rohrer, the teacher allegedly “admitted to hurting” the student and told the officer she knew it was wrong but was “shocked and stressed.”

Smith reportedly asked Rohrer if her actions were consistent with the restraint training she received as a special education teacher, and she said it was not.

Rohrer was charged with three counts of child abuse resulting in bodily injury and was released on $10,000 personal recognizance pending a further hearing.

MOn Tuesday evening, Dec. 17, Organ County Schools officials released a statement via social media saying they were aware of Rohrer’s arrest the day before. The incident was not mentioned during the evening meeting of the Morgan County Board of Education on Dec. 17.

The school’s statement said the school system contacted police when they became aware of the incident in the classroom and promptly notified law enforcement of possible abuse.

As of Dec. 18, Rohrer was not listed in the “Personnel” directory on the Widmeier Elementary School website.
