Connecticut provider of psychologists settles ADA service animal discrimination complaint





NEW LONDON, Conn. — Sound Community Services, Inc., a New London-based provider of psychological services, has reached a settlement agreement with the U.S. Attorney’s Office for the District of Connecticut to resolve allegations of discrimination against a person with disabilities who uses a service animal, federal prosecutors on Thursday.

The settlement stems from a complaint alleging that Sound Community made the complainant feel unwelcome because of its service animal. Specific allegations included requests for an animal license and vaccination record, and refusal to arrange transportation for an individual due to the presence of a service animal.

Under the terms of the settlement, Sound Community agreed to adopt a Service Animal Policy in accordance with the Americans with Disabilities Act (ADA), provide staff training on the policy, and post “Service Animals Welcome” signs. The agreement also provides for compensation for the complainant, which is contingent on the signing of the release.

The ADA prohibits private entities that operate public facilities, such as health care facilities, from discriminating against people with disabilities, including those who use service animals. Federal law requires these organizations to make reasonable changes to policies, practices, and procedures to ensure accessibility.

U.S. Attorney Vanessa Roberts Avery praised Sound Community’s cooperation in resolving ADA violations without trial. “This resolution underscores the importance of ensuring that people with disabilities, including those who rely on service animals, can access services without barriers,” Avery said.

The case was handled by Assistant US Attorney Stuart K. Dearing. Individuals wishing to report violations of the ADA in Connecticut may contact the US Attorney’s office or the Department of Justice’s ADA Information Line.

This agreement emphasizes the continued enforcement of ADA protections to ensure equal access for people with disabilities.
