Deputy Chief Constable Nev Kemp said the incident, which happened at 12:30 a.m. KST, highlighted several problems with how police respond to stray cattle.

“We appreciate the strong feelings that remain about this incident, so we have committed to conducting a thorough and thorough investigation to determine whether any criminal wrongdoing took place,” he said.

“We have already made changes to our protocol for untethered cattle.”

The revised protocol sees the deployment of specialist road policing teams to support road and public safety, and early liaising with Surrey Fire and Rescue Service to draw on its capabilities and expertise.

She had been at large since about 9 p.m. the previous day, police said.

The day after the incident, Surrey Police announced that the driver involved in the incident had been removed from frontline duties.
