A Springfield police chase ended with a spy and two arrests on I-5

On October 26, officers from the Springfield Police Department were dispatched to Water Street in Springfield in response to shots fired in the area. Witnesses described a red Dodge Ram driving down the street before the passenger screamed and fired several shots into the air from the window.

Officers were able to locate several shell casings on the road in the area described by witnesses. Springfield police officers radioed a description of the vehicle. After some time, the police recognized Yevhen’s vehicle.

When EPD officers attempted to pull over, the vehicle failed to yield and began a pursuit. The vehicle was moved onto southbound I-5 where units from the Lane County Sheriff’s Office joined the pursuit.

An Oregon State Trooper responding to an unrelated accident was able to successfully inflate the suspect vehicle’s tires before it drove into Cottage Grove, where CGPD officers were on hand to assist. The vehicle crashed on Sears Road in Cottage Grove where the driver (Randolph) was taken into custody without incident.

The passenger (Bivens) fled the crash on foot but was apprehended a short time later. During the inspection of the vehicle, the State Emergency Service officers found a firearm, the caliber of which matched the shell casings found at the scene. In addition, it turned out that the vehicle was stolen, and the stolen motorcycle was covered with a tarp and in the back of the car.

Bivens and Randolph were booked on the following charges and remanded to the Lane County Jail.

  • Bivens: Illegal use of weapons | Criminal with a firearm
  • Randolph: Unlawful use of a motor vehicle | Reckless driving | Elude is a vehicle
