19-year-old arrested in connection with fatal shooting in Harbor East in September

Police have arrested a 19-year-old man in connection with a fatal shooting in Harbor East in September, officials said. The murder occurred during an attempted robbery.

Quontay Spinks, 19, of Washington, Maryland, was arrested Nov. 1 in connection with the slaying of 36-year-old Antonio Peeples, officials said.

Police say officers responded to the 700 block of Aliceanna Street on Sept. 14 around 11:53 p.m. for reports of a shooting.

Antonio Peeples, 36, was found shot to death at the location, police said.

Medics took him to the hospital, where he was pronounced dead soon after.

Police discovered that body camera video captured the killing and was used in the investigation.

In the video, you can see Peeples and his girlfriend standing at 745 Aliceanna Street when a car pulls up next to them. According to police, the suspects exited the vehicle and pointed their firearms at Peoples as they approached him.

The suspects tried to rob people who resisted. They then shot Peeples before fleeing the scene in a dark-colored vehicle, police said.

The detectives analyzed the surveillance footage of the suspects before and after the incident. Additional ballistics and forensic evidence were used to identify Spinks.

Investigators obtained relevant digital and cellular data linked to Spinks that confirmed he was in the vicinity at the time of the murder.

Police said Quontay Spinks was arrested Nov. 1 by detectives with the Washington, D.C., Warrant Apprehension Task Force and taken to the Central Reception Facility, where he was charged with first-degree murder.
