The plan claims that these organizations and pro-Palestinian supporters receive “indispensable support from a vast network of activists and sponsors with a much more ambitious, insidious goal of destroying capitalism and democracy.” The plan to crack down on the pro-Palestinian movement involves using anti-terrorism laws and sanctions to abrogate constitutional freedoms, including the First Amendment.

The plans would include deporting foreign students and others with foreign visas if they are involved in pro-Palestinian activities, and charging them under the Foreign Agents Registration Act, which requires people representing foreign interests to disclose their funds and activities. The plan also proposes using RICO statutes, commonly used against organized crime, to help prosecute leading pro-Palestinian organizations.

Project Esther outlines a series of steps: combating “propaganda” in schools, using intimidation tactics to prevent students from joining demonstrations, and limiting communication, coordination and meetings between pro-Palestinian groups. The plan envisages a time when the majority of the Jewish community and the general public will perceive pro-Palestinian groups “as a threat to their security.” According to the plan, the entire process will be successful “within 12-24 months.”
