Ex-Allentown cops forced woman to have sex to avoid jail, court records say

Past and present Allentown police rape, prostitution and other crimes He forced a prostitute to perform non-consensual sex while on duty to avoid prison time, authorities say.

Evan Jaze Weaver, 45, of the 8800 block of Clearwater Circle the village of Weisenberg, charged with two counts of rape; one count of kidnapping for the purpose of terrorizing; one count of a criminal offense – forced slavery; two counts of the crime: involuntary deviations from sexual intercourse with a threat, violent coercion; and related offenses.

Jason Krasley, 47, of the 6400 block of Meadowview Terrace Upper Milford Township, charged with two counts of rape; one count of felony forcible confinement; one count of felony sexual assault; three counts of indecent assault; and related offenses.

Both Krasley and Weaver appeared Jan. 10 before District Judge Linda Vega Sirop, who set bond at 10 percent of $750,000 and 10 percent of $900,000, respectively. Instead of bail, Krasley was taken to v Lehigh County Jail. Court records show Krasley posted bond, Weaver posted post-arraignment bond.

Bethlehem attorney James Burke, who represents Krasley, said his client “vehemently denies” the allegations. No legal counsel for Weaver was immediately listed in court records.

Until this week, investigators were asking affidavits regarding the probable cause of the incident to be sealed because they believed the documents posed a potential threat to the victim. Court records have now been unsealed, shedding more light on the case.

Detectives from the Lehigh County District Attorney’s Office began investigating the couple from May 2011 to early 2015.

Both Krasley and Weaver worked in the department’s deputy division during this time. Krasley’s duties included investigating prostitution and related offenses, while Weaver’s duties included investigating illegal drugs and weapons possession, court records state.

On May 12, 2011, Weaver was assigned to investigate a drug incident involving the victim’s boyfriend, authorities said. Weaver was involved in the couple’s arrest at a townhouse, court records state.

During the arrest, each was handcuffed and separated. The victim got into an unmarked police SUV with Weaver and the driver, and the boy was taken away by police for processing, court records state.

During the interview, the victim told investigators she thought she was under arrest and had been given her Miranda rights. Weaver told her that if she didn’t cooperate, “her whole life would be thrown in the trash,” court records state.

Weaver then told the woman there was something she could do to avoid going to jail, authorities said.

According to court records, the driver of the SUV drove the victim to an undercover lot and Weaver told him to leave. Weaver then allegedly forced the woman to have intercourse while both remained in the SUV.

Later, the woman submitted a written statement to the police station and was released without a report, according to the court record.

The victim claimed she kept in touch with Weaver and continued to have sex with him until early 2015 to avoid charges in various incidents he was involved in, court records state.

Authorities said Krasley and Weaver had contact with the victim again in 2015 when Krasley contacted her as part of an investigation into online sex advertising. According to court records, Krasley arranged to meet her as part of an undercover prostitution operation at a townhouse.

Krasley did not identify himself as a police officer until the victim showed up, recognized him and had other previous contacts, court records state. Weaver also knew they were at the victim’s home, authorities said.

When the victim asked if she was going to jail, Krasley allegedly replied, “Why should I take you to jail? You know what you have to do.”

Krasley then allegedly continued to rape the victim until Weaver entered the room and told Krasley to stop, court records state. According to court records, the woman told Krasley “no” and tried to stop him throughout the incident. Weaver then allegedly forced the victim to have sex.

Authorities say Weaver and Krasley did not document the 2015 incident and did not press charges.

Krasley left the department in 2021 and went to work at the SafeSport Center, which released him last year shortly after learning he had been arrested for allegedly stealing $5,500 during a drug bust he helped conduct while on duty. Krasley is named in a whistleblower lawsuit filed last year by two Allentown officers who alleged widespread misconduct in the department.

Weaver, now a sergeant, has been placed on administrative leave.

Krasley and Weaver are due back in court for a preliminary hearing tentatively set for 1:45 p.m. Jan. 21 before Vega Syrup. The judge will then determine if there is enough evidence to send the case to Lehigh County Court.

If convicted, they face a maximum sentence of life in prison.
