DETROIT (WXYZ) – After a month-long investigation, three teenagers have been charged in connection with the slaying of Oakland County Sheriff’s Deputy Brad Reckling.

Wayne County Prosecutor Kim Worthy was joined by Oakland County Prosecutor Karen McDonald, Detroit Police Department Chief James White and Oakland County Sheriff Michael Bouchard during the announcement Wednesday morning.

One man, 18-year-old Ramon DeBose of Clinton Township, is charged with Reckling’s actual murder. He is charged with one count of murdering a police officer, receiving and concealing stolen property, four counts of carrying a concealed weapon, three counts of firearms, one count of carjacking and one count of criminal activity.

Kareem Moore, 18, of Clinton Township, and Marquis Goins, 18, of Detroit, are charged with one count of accessory after the fact, receiving and concealing stolen property, four counts of carrying a concealed weapon, three counts of being a felon in possession of a firearm, and one count of carjacking and one count of criminal activity.

According to prosecutors, DeBose fired the shots that hit Reckling, and two others were allegedly in the car and helped him flee the scene and backed him up after the alleged shooting.

“The killing of a police officer is always an outrage, and it should be, and this was no different,” Worthy said as she began a news conference Wednesday morning.

White spoke Wednesday, calling the slain deputy a hero.
“Deputy Reckling was a hero. He was an absolute hero. He was doing what we all love to do, which is to keep our respective communities safe,” White said. “He came to work like all of us any day of the week. He put his life on the line. He was in our town chasing someone for stealing a car and ran into something much bigger than he even thought.”

Bouchard also spoke on Wednesday. He thanked law enforcement for their efforts to bring someone to justice as the Reckling family continues to grieve.

“When you have a young mother with three children and another on the way, the void that this has created for her, it’s blown up her life in so many ways, and she wants to make sure that this person is held accountable fairly and clearly,” Bouchard said. . “Every day she wakes up with that thought, and every day she goes to bed with that thought. So, every day, obviously The anxiety is growing. I think it’s a good step in the process, but it’s going to be a long process for her.”

Reckling was killed in Detroit on the night of June 22 while working undercover tracking a stolen car.

Worthy said the DA’s Public Integrity Unit worked on the case for months leading up to the charges. Investigators combed through a wealth of evidence from social media pages, body cameras, seized phones, cell tower records, surveillance cameras and video from Ring doorbells. Worthy says that’s partly because it took several months to officially bring murder charges.

According to Worthy, the three suspects worked as part of a criminal organization that began in November 2023 and ended the night of the shooting.

That criminal enterprise, Worthy said, led to at least four carjackings, at least four car thefts, eight counts of gun possession and more.

“It was a ring. It was something that affected a lot of cities and, like I said, tri-county,” Worthy said. “If you’re going to be involved in something like this, and we can prove it beyond a reasonable doubt, we’re going to press charges.”

The Oakland County Sheriff’s Office said Reckling was following a stolen vehicle when one of the suspects got out and opened fire, hitting him multiple times. Reckling, who was not wearing a bulletproof vest, had been following a car containing three youths since it had been stolen from Madison Heights earlier that day.

Moore was previously charged with complicity in the murder on a charge of lying to an officer during a violent crime investigation and one count of resisting arrest.

“I’m sure it was very difficult to wait four months, but we wanted to do it right,” Worthy said during a news conference.

All three teenagers were arraigned in 36th District Court Wednesday afternoon. DeBose was not granted bond and will be held in the Wayne County Jail. Moore was placed on $250,000 cash bail and will have to wear a GPS tag if released. Goins was granted bail of $1 million.

Prosecutors in the case say Goins was already out on bail in connection with another case at the time of Reckling’s murder. As a condition of the case, Goins was ordered not to have contact with his co-defendant, DeBose, or to come into contact with any firearms, but he violated the order.
