Two teenagers are accused of murder in Colombia

October 29. Two teenagers arrested earlier this month in the murder of a Columbia man have been indicted by a Howard County grand jury, according to the district attorney’s office.

Both teenagers were scheduled for preliminary hearings in Howard County Circuit Court this week, but the hearings were canceled because of the charges, the state’s attorney’s office said Tuesday.

On Oct. 15, Howard County police arrested Tracy Octavius Parker, 17, with a loaded handgun in his backpack at Howard High School and charged him in connection with the shooting death of Kendrick McLellan, 26, of Baltimore, who was found dead in a parked car outside a Columbia office building.

When he was arrested, Parker was in the custody of the Maryland Department of Juvenile Services and wearing an ankle monitor on a previous charge of attempted murder in Anne Arundel County.

A second teenager, a 14-year-old from Severn, whose name police have not released publicly, was arrested Oct. 16 at Anne Arundel County High School and also charged in the shooting, Howard County police said.

Both teenagers were charged as adults with first-degree murder. The state prosecutor did not want to elaborate on the charges because both suspects are minors.

Both teenagers are currently scheduled to appear in court on November 12.
