19-year-old charged in shooting that injured 3 teenagers near State Fair School

In connection with this, the 19-year-old youth was charged a shooting that injured three teenagers in St. Paul in early September.

Musharraf Zainab Arab is charged with three counts of attempted second-degree murder and two counts of drive-by shooting.

As previously reported, St. Paul officers were called to reports of a shooting outside a charter school in the 1000 block of Snelling Avenue North around 10:20 p.m. on September 2nd.

There they found a teenager who had been shot in the leg. According to the criminal complaint, the teenager told police he was walking to his friend’s car in the parking lot when he heard gunshots. He ran onto the railroad tracks to escape the gunfire and realized he had been shot.

Officers found 53 spent shell casings under the Snelling Avenue bridge and noted what appeared to be three separate groups of shell casings. There were 20 9mm casings in the middle of the road, 16 .40 casings near the railway track and another group of 17 9mm casings on another part of the road. The police established that three types of firearms were used.

They then learned of two more victims: one was shot in the calf and the other had a gunshot wound that entered near the earlobe and exited at the back of the neck.

One of the victims said he was in the parking lot when he heard what he thought were fireworks, according to court documents. He thought he was hit by one, but saw blood seeping through his pants and ran away. His cousin brought him to the hospital.

A third victim said he was leaving the fair with his friends and heading to a friend’s car when they heard more than 10 gunshots. He realized he had been injured and collapsed, and his friend took him to the hospital.

Both cars that took the victims to the hospital had bullet holes.

A man who was with one of the victims said he saw muzzle flashes under the Snelling Avenue bridge.

Surveillance video shows a blue sedan parked under the Snelling Avenue bridge and several people getting out. The shooters fired at the victims from the street and another shot from the railway tracks.

The three victims were seen walking together in the parking lot and running when shots rang out. Surveillance video showed the shooters getting back into the car and leaving.

Hours later, Ramsey County deputies responded to a shooting at a gas station in Little Canada. Surveillance video showed a blue sedan in the area before and after the shooting. Five 9 mm casings and two .40 casings were found at the scene, court documents said.

Investigators determined Arab was the owner of a blue sedan and his cell phone pinged in several places where the sedan’s license plate was visible.

Cell phone data showed Arab at the scene of the Snelling Avenue shooting and the Little Canada shooting. Court documents allege the same weapons were used in both shootings.
