Democratic presidential candidate Vice President Kamala Harris speaks at the Hemlock Semiconductor Next-Generation Finishing plant in Hemlock, Michigan, Monday, Oct. 28, 2024.

“Look, we have to win the race for the 21st century,” she said at Hemlock Semiconductor in Saginaw. “We don’t want China to outcompete us in the 21st century, and that goes for the work that Corning is going to do to make these solar panels, along with the work that you’re doing. here.”

Harris cited the CHIPS Act and the De-Inflation Act as ways she tried to boost America’s productive capacity.

“I want to thank all of you for what you’re doing here, as a great example of the vision that we’ve had — the president, myself and the congressman — we’re going to create significant public investment in America’s private sector industry through the CHIPS Act, the Inflation Reduction Act, and we’re going to pour billions of dollars into it, knowing that if we do it, as the old saying goes, if you build it, they will come,” she said.

Harris took the opportunity to criticize Trump for “how he would get rid of the CHIPS Act.” Trump criticized the bipartisan legislation on Joe Rogan’s podcast last week.
