Deputy Chief Constable Nev Kemp said the incident highlighted several issues with how police respond to livestock incidents.

“We appreciate the strong feelings that remain about this incident, so we have committed to conducting a thorough and thorough investigation to determine whether any criminal wrongdoing took place,” he said.

“We have already made changes to our protocol for untethered cattle.”

The revised protocol sees the deployment of a dedicated road policing team to support road and public safety, and early liaising with Surrey Fire and Rescue Service to draw on their capabilities and expertise.

The cow was healthy and stayed on the farm with her herd.

Bo Lucy had been on the loose since about 9 p.m. the previous day, police said.

The day after the incident, Surrey Police announced that the driver involved had been suspended from frontline duties.
