The boy “would still be alive” but the Oxford Center was unable to use a grounding wire: Detective

Earth wires, or safety straps, nosed around the wrist to prevent static electricity inside the hyperbaric oxygen chamber, were found inside the “garbage box” in Troy Medical Institution, where the camera exploded, killed the boy, and could save the baby’s life, according to the testimony.

The transcript of the detective of Daniel Trigger to the Magistrate of the District Court 52-4 Elizabeth Chiappipelli, given March 7, sheds a new light on the explosion on January 31 at the Oxford Center. Thomas Cooper from the royal oak was inside the hyperbaric ward when she exploded and died.

5 -year -old Thomas was on his 36th treatment of 40 in a hyperbaric chamber, which creates a pure oxygen environment when it exploded. His mother, standing nearby, tried to save her son and burned on her hands. The police did not find what was treating the boy.

CCTV frames of the oxygen camera gave the police an understanding of what preceded the tragedy: Cooper was lying in a chamber wearing pajamas and holding a gray blanket. His head relied on a pillow with a pattern pillow, according to the transcripts from the hearing on March 7.

“Cooper moves inside the chamber, moves a blanket and a sheet with it. It rolls to the side and pulls the knee to the chest, which leads to a visible ignition,” the trigger said. “The ward immediately begins to burn internally and in the fact that it could only be characterized as a fiery ball, ultimately the murder of Thomas Cooper. At the time of the initial ignition until the time when the inner chamber is completely covered by flames, kills a couper, is about three seconds.”

The police found a groundweling straps in “boxes” in the laundry facilities, Triger said. She described the cords as oxidized, as they were not used or moved for a long period. They also found a multimeter in the drawer used to check the grounding, the trigger said.

“The multimeter was still in the bag with the caps at both ends of the cords, and the cords seemed to have never been solved that it has never been used because it was never used to test grounding,” the trigger said.

Tamela Peterson, the owner and CEO of the Oxford Center, was detained on Tuesday in 52-4 district court for the murder of the second degree and involuntary accusation of murder, as well as Gary Marken, the primary manager of the institution, and the security director Jeffrey Mosteller. If it is transferred to the lawsuit, the jury will decide where any penalty corresponds to the defendants’ behavior.

Alleti Moffitt, an operator of the explosion hyperbaric chamber, was accused of involuntary murder and deliberately posted false information on a medical record. All four are not guilty.

The murder of a second degree is punishable by life imprisonment, while involuntary murder can lead to a punishment of up to 15 years behind bars.

The Prosecutor General’s Office of Michigan, who filed the accusation, accused the CEO of the Oxford Center and employees of the safety protocols of neglect and the use of the House in the ways it was not applied. The Oxford Center stated that “the safety and well -being of the children we serve is our highest priority.”

Moffitt’s lawyer Ellen K. Michals stated that on Thursday, Moffit was an hour at the Oxford Center, who adhered to the corporate policy presented to her by the heads of the Center.

“Everything that has been sued up to this point is the accusation, not the facts, not the evidence,” Michals said in the statement of Thursday. “We are looking forward to watching information that will be protected through the opening process of our own investigation. We believe that this process is unfolding.”

There is no grounding wire

Investigators made copies of hyperbaric records and services at the scene and learned that the camera that exploded was since 2013, and the other two in the institution was only a few years, the trigger said. They also found a guide that shows a strap on the wrist that patients should use when receiving treatment in the ward to ground them. CCTV frames showed that Cooper has no, the trigger said.

“Photos taken from the scene at a time when the incident happened was also revised,” the trigger said. “I watched that what seemed to be a grounding wire for the incident was wrapped in an electric tape and was clearly worse or inconsistent with other cameras in the room.”

Another patient who receives treatment during the explosion and previous patients and workers at the Oxford Center, everyone told the police that the grounding wire had never been used in their hyperbaric procedures there, Terger said. Employees who expressed concern by Peterson, Mosteller and Marken regarding this policy said that she was not needed for the wrist straps for the wrist, she added.

Police also found that since 2019, the Oxford Center has removed the camera checks and patients’ grounding, daily and weekly checkpoints performed on the wards.

Representatives of the Sechrist, the manufacturer of the hyperbaric chamber, were shown a photo of the exploding camera and the electric tape wrapped around the grounding.

“Sechrist staff advised that they would never repair the wire in this way,” the trigger said. “They also advised that if the wire was repaired by an external electrician, they would have to mark the camera as unsuitable.

Trigger also argued that one previous employee of the Oxford Center told his chief that she would no longer carry out hyperbaric treatments due to lack of safety practice and released.

Police have consulted with two sectoral experts with “decades of experience in working with hyperbaric oxygen methods”, Trigger reports. They also asked hyperbaric facilities in several hospitals and a private institution to understand the security protocols, she said.

“The experts were able to determine on the basis of their opinion, which, if Cooper wore a grounding strap of the wrist, he would still be alive,” Turger said.

In an interview, Messeller said Trigger that Pearson advised him that the grounding straps were not needed, and said he had carried out his own testing to “persuade himself to agree with this theory,” the detective said.

“Mosteller indicated that from time to time he was checking the grounding of the camera, but this was not done regularly,” the trigger said. “The employees were advised and showed the” experiment “, which Jeff Mestler conducted that he felt that he had made the grounding straps of the wrist unnecessary to justify them.”

During her, on Tuesday, Peterson’s lawyer Gerald Glisson stated that her parents both used hyperbaric cameras of the establishment, reducing the idea that she controls machines with a “careless refusal”.

“All that gets bodies in these wards”

There are hyperbaric chambers Approved by the Food and Medicinal Administration For the treatment of 13 conditions, ranging from decompression to severe burns. Oxford Center advertises their use For the treatment of more than 90 different conditions, including Alzheimer’s disease and diabetes.

Having viewed the mobile phone and the Peterson laptop, the police found reports in which people ask if the company promotes hyperbaric treatment for erectile dysfunction, Trigger said.

“Peterson replies, saying,” Whatever the body in these wards, ha -h, “the detective said.

Police also found reports containing photos of CCTV frames that burns Cooper in the ward.

“In the exchange of messages with these photos, she stated something that it concerns:” If my leg was set on fire, I would at least try to hit it and put it up. He just lay there and did nothing, “the trigger said.

When the police tried to execute the warrant on the cellular devices and laptops of Peterson at Brighton, she first ran from investigators, Terger said. She also allegedly told the investigators that her son to wipe the laptop a few days after the explosion, said the trigger.

“Conversations with investigators at the Prosecutor General’s Office gave investigators Troy, realizing that the CEO of the company, Tamela Peterson, together with its IT staff, who has the history of forgery and/or destruction of evidence, in particular, CCTV frames and records related to the investigation.

Investigators watched nine inconsistencies between internal time -fixed brands for the treatment of Cooper, provided by Peterson’s lawyer and CCTV frames on treatment, Terger said.

Cooper’s records that the police were withdrawn from the institution shows that on the day of the explosion he continued to receive treatment after the fire and died.

Knee machines

Two previous employees reported police who were watching Marken manually manipulate the hyperbaric ward cycle meters, which measure the service life of the machine, the trigger said.

“They reported that they personally watched Marken with a screwdriver to remove the panel from the camera, remove the cycle meter and discard the quantity to make the number of cycle lower and extend the life of the camera,” Troyi said. “They advised that they are sure that this is probably done in the direction of Peterson because of her level of participation in the rest of the company.”

Previous workers also told the police that Marken was a “muscle” of Peterson, and they were “the same,” the trigger said.

Marken Raymond Cassar’s lawyer said he was not at the Oxford Center in Troy for three years.

“I do not know where the information comes from, that he rolls out any of these things, but I can tell you that we are sure that he was not at this institution because he worked at Brighton,” Cassar said on Tuesday.

The SECHRIST hyperbaric chamber of the Hyperbaric Chamber has informed that when they were serving ordinary wards in Troy, there were 2022, at this point the cycle of calculating for the exploded ward was more than 20,000, the trigger said.

“I viewed photos of the chamber cycle meter from the date of the incident, which was made at the scene, which showed that the number of chamber cycles on this date was 19 894, which would correspond to rollbacks, which was reported by former workers,” the detective said.

Electronic emails between Sechrist and Peterson employees between November 11, 2024 and November 13, 2024 show that Pearson asked the manufacturer to perform a service on the wards in Troy and Brighton, Trigger said. Sehrist reported that he could not serve the exploding ward because she spent more than 20,000 cycles as of 2022. When Peterson asked for evidence of this, Sehrist provided a service report, and Peterson told them that the House had been sold and no longer used.

Security and clothing guidelines

The guidelines of the National Fire Protection Association for hyperbaric wards indicate that before the patient enters, there should be a pause of safety to check that the clothes they wear are 100% cotton and that they do not have lotions or medical patches, Trigger said. CCTV frames of the whole visit of Cooper show that this did not happen, she said.

The experts with whom the police consulted also advised that at the scene it was necessary a doctor to treat hyperbaric oxygen, although one was not present for the treatment of Cooper, Triger said. From the defendants, Mosteller is the only one who has current certification for treatment, and none of them – doctors or nurses, she added.

While at the scene at the Oxford Center in Troy, experts noted that the pillows inside the cameras were filled with 100% polyester that is not allowed inside them, partly because of the risk of fire, the trigger said. The forms of disclosure and refusal signed by patients and parents did not mention the risks of fire or death.
